I got the equations from an article by Professor Ben Horwath at Santa Clara U (titled Microstrip Patch Antenna Design Principles, just google it together with the author's name. According to the document it can be freely distributed, so long as the entire specification including copyright notice remain intact and unchanged. They don't offer it on their web site, but IBIS Open Forum does. There is a standard document which was published by Tech America which is now part of CompTIA. SNP remains the industry standard, even though the IEEE never created a specification for it. If you call the data an SNP file you don't have to worry about the copyright, right? Here is Microwaves101 page on SNP format. They inherited it from Agilent, who inherited it from Hewlett Packard, who bought eeSOF way back in the 1990s. Keysight is now the copyright holder of the word Touchstone, when it is used in this context. Long ago a company called eeSOF came up with a standardized way to express S-parameters in a text file which is often referred to as a Touchstone® file.
